Parade Theme Contest

ELIGIBLE TO PARTICIPATE
The Kiowa County Commissioners are holding
a CONTEST for the theme of the September 7, 2013 Fair
Parade.
$50 Eads Shopping Bucks will be awarded to the
Kiowa County citizen who submits the winning parade theme.
Parade themes should relate to the overall atmosphere of
Kiowa County
Themes must be submitted to the
Kiowa County Commissioner Office
by 4:30 p.m. on Friday, May 10TH

RABIES WARNING!!
SE Colorado Residents Residents Cautioned About
Wildlife with Rabies
Prowers County Public Health and Environment is urging citizens
of Kiowa County and all of SE Colorado to avoid any unnecessary
contact with wild animals, especially any that appear to be sick
or behaving in an unusual manner. A skunk and an unvaccinated
dog in eastern Kiowa County were involved in a fight the week of
February 6, 2012 and the skunk was immediately located and
submitted for testing; public health officials were recently
notified that the skunk tested positive for rabies. As the pet
in this incident was unvaccinated, it unfortunately had to be
euthanized. This further stresses the importance of keeping all
pets current with their rabies vaccinations.
Since June 2007, when a rabid coyote attacked a Prowers County
resident at their home in eastern Prowers County, the incident
of rabies in skunks and other wildlife has been on the increase
in eastern Colorado, including Prowers County. Jackie Brown,
Director of Prowers County Public Health and Environment stated
“there is concern that skunk rabies circulating in the area does
increase the potential for spill over infections into other
wildlife, domestic pets and livestock. It is important to be
aware that there is rabid wildlife in the area and to know what
to look for and what to do if you encounter a possibly rabid
animal.”
Signs that wildlife may have rabies:
-
Wild animals which seem to be friendly, tame or show no fear
of people
-
Nocturnal animals – coyotes, foxes, bats, skunks, and
raccoons – that are active during the day
-
Animals that appear to be “drunk” – staggering movements
while walking
-
Skunks attacking other animals – cows, goats, dogs, etc.
Signs that cats and dogs may have rabies:
-
Changes in normal behavior – a shy dog becoming aggressive
or a friendly dog becoming withdrawn
-
Difficulty chewing, swallowing, or drinking
-
Animals that appear to be “drunk” – staggering movements
while walking
-
Paralysis
-
Restlessness and irritability
-
Excess salivation and choking sounds like something is stuck
in their throat
Signs that livestock my have rabies:
-
Excessive drooling and abnormal swallowing
-
Constant or abnormal vocalization and/or appear to be
choking
-
Abnormal posture and wobbliness in the hindquarters,
difficulty standing or walking
-
Unexplained aggressiveness
What to do if you encounter a potentially rabid animal:
-
Do not approach or attempt to handle a live animal
-
Keep children, pets, and livestock away
-
If a person or animal is bitten contact local animal control
or the county public health office immediately
-
In order for an animal to be tested for rabies the brain
must be intact (i.e. don’t shoot animals in their head). Do
not handle the carcass without waterproof gloves. Use a
shovel to place the carcass in a plastic bag.

If you encounter a potentially rabid animal call 911.
It is extremely important that ALL pet owners have
their pets vaccinated against rabies and keep them current to
protect both the pets and the families that they live with.
Prowers County Public Health and Environment issued a “Mandatory
Rabies Vaccination Order” June 21, 2007 requiring all
unvaccinated cats and dogs in Prowers County to be vaccinated
for rabies immediately by a licensed veterinarian. That order
has been continued and will be in effect until further notice.
The city of Lamar also requires that all cats and dogs are
current with rabies vaccinations.
To report emergencies or sick or abnormally behaving animals,
citizens should call the appropriate Emergency Dispatch office
in their county by dialing 911. General questions about animal
or wildlife behavior may be directed to the Lamar office of the
Colorado Division of Wildlife at 336-6600. Questions about
rabies and its related impacts on human health should be
directed to Prowers County Public Health and Environment at

following bulletin was received from the Department
of Revenue and has been sent to all Colorado Dealers
and Lenders. However, if individuals are purchasing
a vehicle from an individual, it’s important that
the public be made aware of this new change in the
law. It is our desire to make sure everyone is
notified of these changes prior to making the trip
into our office, especially when traveling from the
furthest ends of the county, so that your trip is
not made in vain. Educating the public makes our job
easier and your experience less stressful! Please

Regarding Title Application Change
The DR
2395 Title and/or Registration Application has been
changed to require all vehicle owners to declare
their intent of Joint Tenancy with Rights of
Survivorship (JTWROS) or Tenants in Common. The
following changes will be made:

Joint Tenancy with Rights of
Survivorship Acknowledgement of Intent page has
been added
-
Signature line for all owners
acknowledging intent
-
Date of signature line for each
owner

The Verification of Vehicle
Identification Number page has been removed and
made a separate form number DR 2698
-
Additional boxes have been added
for Lienholders to add a different address for
the title to be mailed. If no address is
provided, the title will be mailed to the first
lienholder name and address provided on the
Title and/or Registration Application.
-
Confidentiality statement added
to the application for compliance with Colorado
Revised Statute (C.R.S.) 42-2-121 (4)(a)
-
“Any Alteration or Erasure in
this Area May Void this Document” wording has
been added and will apply to the top portion of
the application only
-
An area for “County Use Only” has
been added below the application for clerks to
use as a worksheet
A title
in JTWROS will only be issued if all owners declare
their intent as such on either the DR2395 or DR 2574
form. If any owner chooses Tenants in Common or has
not declared their intent, the title will be issued
with Tenants in Common.
Please
refer to 38-11-101, C.R.S., for additional
information on joint tenancy.
Previous
versions of the DR 2395 dated 06/30/09 may be
accepted until July 1, 2011. On and after July 1,
2011, only the 02/22/11 version of the DR 2395 will
be accepted in order to acknowledge intent.
If you
currently title all of your vehicles as Tenants in
Common, this change will NOT affect you. However,
the majority of the titles processed in our county
are titles as JTWROS! You may call our office at
438-5421 to have a copy of this form faxed to you or
you may go online to Colorado Department of Revenue,
Division of Motor Vehicles, Forms & Publications,
Form # DR 2395 and print this form. As of July 1,
2011, if all parties/owners assigned on the title
are not coming in to our office at the time of
processing the title, this form MUST be signed prior
to coming in to our office. If not, the title will
be processed as Tenants in Common. Please feel free
to contact our office is you have any questions.
